PROBLEM TO BE SOLVED: To provide a method for producing a monomer solution capable of forming a conductive polymer film having excellent conductivity, and to provide a method for forming the conductive polymer film and a method for producing a conductive substrate.

SOLUTION: The method for producing a monomer solution to form a conductive polymer includes: a dyhydrating step in which an oxidizing agent containing hydrate of a metal salt compound of p-toluenesulfonic acid is heated and dehydrated; and a mixing step in which the dyhydrated oxidizing agent in the dyhydrating step is mixed with a raw material monomer to form the conductive polymer and a solvent to obtain the monomer solution.
