PROBLEM TO BE SOLVED: To provide a data mask circuit against a packet loss which will occur in a communication device for performing packet capsuling of TDM (Time Division Multiplexing) data. SOLUTION: When reading out data stored in a jitter buffer 16 to generate the TDM data 132, the data mask circuit 10 stores mask data 120 for an address from which the data have been read out before new packet data are stored in the address. Since then, even if there are addresses for which payload is not written in the jitter buffer 16 due to a packet loss occurring in a communication device to which the circuit is applied when it receives the packet data, the mask data which have already been stored can be automatically read out without judging the existence of a packet loss.
