PROBLEM TO BE SOLVED: To suppress the change of a phase difference between subcarriers due to circulation delay when applying circulation delay diversity to an OFDM communication system. SOLUTION: The radio transmitter comprises: an allocation part (14) for allocating a first modulation symbol to the first subcarrier of an N subcarrier cycle; modulators (14-15) for executing OFDM modulation to the first modulation symbol allocated to the first subcarrier so as to generate OFDM signals including at least one OFDM symbol corresponding to the first modulation symbol; a circulation delay part 16 for executing the circulation delay of a delay amount corresponding to d/N times (d is an integer of 0 to N-1) a symbol length to the OFDM symbol; and transmission units (17-19) for transmitting the OFDM signals.
