An anti-fouling and anti-static film is provided to prevent pollutants from being stuck on the surface, by securing scratch resistance and solvent resistance and to reduce damage during a post treatment process, due to high durability. An anti-fouling and anti-static film with high durability is formed by laminating a coating film on at least one surface of a polyester base film. The coating film is formed by applying a coating composition. The coating composition consists of polyester urethane resin of 20~80wt.%, conductive polymer of 5~60wt.%, an anti-fouling agent of 5~60wt.%, and a slip agent of 0.1~10wt.%. The polyester urethane resin is produced by copolymerizing urethane components and ester components at the weight percent of 10:90~40:60. The conductive polymer is one or at least two kinds selected from polypyrrole, polythiophene, polyaniline, and derivatives thereof.
