PROBLEM TO BE SOLVED: To accurately convert a photographic image taken from an angle to an overhead regular image. SOLUTION: An image input part 110 inputs the photographic image obtained by photograhing an object placed within a rectangular reference frame 35 on a stage 30 from an angle by a camera 60 as image data on an xy coordinate. A linear graph calculation part 120 converts positions (x, y) of individual pixels on the xy coordinate to a linear graphμon a Hough transformξρcoordinate using angleξand distanceρ, and a pixel value integration part 130 integrates, to each pixel located on the linear graphμon theξρcoordinate, the pixel value of the corresponding pixel on the xy coordinate. On the other hand, the position of the reference frame 35 on the xy coordinate is predicted based on a geographic photographing condition, and each side thereof is plotted on theξρcoordinate. An actual accurate position of the reference frame 35 on the xy coordinate is determined from positions of pixels having the maximum pixel values of pixels near the plotted points, whereby the conversion to regular image is performed.
