PURPOSE: A power cable diagnosing apparatus is provided to present a statistically based, logical reason for a standard for diagnosing a dangerous state of a power cable, thereby improving measuring reproducibility of a dangerous state of a power cable. CONSTITUTION: A power cable diagnosing apparatus(100) comprises: a Weibull modeling part(110), a one-dimensional element extracting part(120), a two-dimensional element extracting part(130), a patterning part(135), a group setting part(137), and a level setting part(140). The Weibull modeling part accumulates very-low frequency tan delta signal data measured with multiple voltage levels connected to a power cable, and very-low frequency tan delta signal deviation data, and models the distribution of Weibull. The one-dimensional element extracting part extracts and normalizes one-dimensional elements based on very low tan delta signal data and very low tan delta signal deviation. The two-dimensional element extracting part extracts and normalizes two-dimensional elements based on the standard deviation, the deviation tilt of very low frequency tan delta signal data in the same voltage level, and the standard deviation and the deviation tilt of very low tan delta signal data among different voltage levels. The level setting part classifies the risk level of power cable with one of the preset risk levels based on the normalized one-dimensional elements and two-dimensional elements, and controls the final risk level of power cable based on the two-dimensional elements.
