<P>PROBLEM TO BE SOLVED: To provide a configuration capable of identifying a cause for deteriorating a communication state in a radio communication system. <P>SOLUTION: Radio transmission means 101 of a master station device 1100 transmits a test frame for measuring the state of a radio link with a slave station device to the slave station device multiple times. Radio reception means 102 receives a measurement result collection response for reporting a received signal strength indicator (RSSI) value measured when the slave station device has received each test frame, times for the reception of the test frames by the slave station device, and the battery residual amount of the slave station device. Failure determination means 108 determines the state of the radio link by using the RSSI value and test frame reception times reported with the measurement result collection response, and determines the state of the slave station device by using the battery residual amount.
