<P>PROBLEM TO BE SOLVED: To provide an emergency operation device in a cable traction transport facility, configured to move a vehicle to a station with a simple configuration without using an inexpensive device even when power fails or an operation control device fails to cause emergency stop. <P>SOLUTION: The cable traction transport facility is configured by joining one end of a cable 13 to a vehicle 14 traveling along an inclined rail 12, winding the cable 13 on a drive sheave 15a, and joining the other end of the cable 13 to a counterweight 16 in a well-bucket manner. The counterweight 16 includes: a reservoir tank 18 for storing water; a water discharge valve 19 for discharging water form the reservoir tank 18; and a speed adjuster 22 for selecting a state of keeping a constant moving speed of the counterweight 16 or a state of not keeping it.
