Provided are a moving image encoding device, a moving image decoding device, a moving image encoding method, a moving image decoding method, and a program, capable of improving encoding performance. A moving image encoding device (AA) performs intra prediction with respect to luminance signals using a conversion unit structure and an intra prediction mode optimal for the luminance signals, and performs intra prediction with respect to color-difference signals using a conversion unit structure and an intra prediction mode optimal for the color-difference signals. When at least either the optimum conversion unit structure or intra prediction mode is different between the luminance signal and the color-difference signal, intra prediction for the luminance signal is performed again using the conversion unit structure and intra prediction mode optimum for the color-difference signal.
