PURPOSE: A composite panel and a repair and reinforcement method for a structure using the same are provided to extend the service life of a structure and to reduce maintenance costs. CONSTITUTION: A composite panel(100) comprises a resin mixture layer(102) and a unidirectional fiber sheet or bidirectional fiber sheet(106) for reinforcement. The resin mixture layer is composed of a resin mixture. The resin mixture is produced by mixing 25-30 wt% of liquid epoxy resin, 1-3 wt% of cement, 54-68 wt% of silica, 5-10 wt% of reinforcing fiber chip, and 1-3 wt% of steel fiber chop and putting the mixture into a mold(M). The unidirectional fiber sheet or bidirectional fiber sheet is put into the resin mixture before the resin mixture layer is hardened.
