<P>PROBLEM TO BE SOLVED: To reduce possibility that a general color in a document is detected as fluorescent color by mistake. <P>SOLUTION: An image processing apparatus 13 comprises a region separation section 31 to separate a region having specific attribute from a document image; and a fluorescence color determination section 32 to determine that, when each pixel in the document image has a color within a predetermined color range corresponding to fluorescent color, and there is a pixel attributes to the region having specific attribute within the predetermined area from the pixel, the latter pixel has fluorescent color. The fluorescent color determination section 32, on the other hand, does not determine that, even if a pixel has a color within the color range, when there is no pixel attributes to the region having specific attribute within a predetermined area from the pixel, the pixel has fluorescent color.
