PROBLEM TO BE SOLVED: To provide a developing roll with a flexible roll surface and advantageously reducing stress to toner as a result while securing high level toner conveying property. SOLUTION: The developing roll 10 has an elastic body layer 14 formed on an outer circumferential surface of a shaft body and at least one layer of coating layer 16 provided on the outer circumferential surface of the elastic body layer 14, wherein the elastic body layer 14 is composed by foaming millable rubber material and is adjusted so that an average cell diameter is 120 to 250μm and thickness (d) of a skin layer is 50 to 250μm, and wherein a roll surface 17 has a surface roughness Ra of 0.50 to 1.20μm.
