<p><P>PROBLEM TO BE SOLVED: To solve the following problems: a video recording and reproducing device takes time until it displays library information after the power is supplied because some types of recording media need prescribed initial processing to be available although the library information of the recording media are sometimes displayed, and the video recording and reproducing device sometimes takes time until it displays the library information after inserting the recording media in a similar way when using removable recording media. <P>SOLUTION: For example, when using a recording medium that takes time in initial processing, a library function or device for displaying the library information before the completion of the initial processing is provided. A library function or device for automatically updating the library information when a recording medium recorded by another image recording and reproducing device is inserted, is provided.
