PROBLEM TO BE SOLVED: To provide a developing device capable of preventing developer from being scattered when a developing device is replaced, and an image forming apparatus. SOLUTION: The developing device 7 which forms a developer image by using the developer contained in a developer containing part 19 is equipped with developer adhesion parts 31 and 33 which are formed on a developer conveying path TR on which the developer is conveyed until the developer is collected after forming the developer image from when the developer is supplied from the developer containing part 19, and adhere the developer to at least a part of respective parts constituting the developer conveying path TR.
