PROBLEM TO BE SOLVED: To inexpensively construct a contact network in which a member is enabled to make a phone call to the other member even without knowing a telephone number of the other member and an ordinary telephone set is available for contact between members. SOLUTION: A service accepting section 11 of a contact network operating server 1 accepts the application of a contact network operating service from a representative device (information equipment 30 or a telephone set 31), a contact network sheet registration section 12 sets a temporary number corresponding to each member to a contact network sheet created by the representative device and registers the contact network sheet, respective members are notified of temporary numbers through a representative member 3, a telephone number registration section 13 registers telephone numbers of the respective members correspondingly to the temporary numbers and when it is desired to make a phone call from a telephone set of a member to a temporary number, a telephone line connection section 14 acquires a telephone number corresponding to the temporary number and connects a telephone line to the telephone number.
