PROBLEM TO BE SOLVED: To provide a station design device for a base station that suppresses variations in throughput among cells. SOLUTION: The station design device has a means for calculating the number of objects that are either buildings, households, or residents included in a mesh having a size smaller than a cell; a means for specifying an effective service area where meshes targets exceeding a prescribed number are integrated; a means for calculating a cell arrangement that covers the effective service area with the number of available cells; a means for calculating the number of stored cells in each cell, on the basis of the number of targets in each mesh for each cell arrangement; a means for outputting a cell arrangement, in which a deviation in the number of stored cells, based on the difference between the maximum value and the minimum value of the number of stored cells is minimum, as a cell arrangement to be used; and a means for calculating the number of stored cells by the total number of effective targets in all meshes, included in each cell after calculating the number of effective targets in each mesh, by calculating the number of layers, based on the number of cells covering each mesh for each mesh and dividing the number of targets in each mesh by the number of layers for each mesh.
