PROBLEM TO BE SOLVED: To obtain a user device which can determine correctly whether the conditions for performing reselection of cell informed in a current cell are modified and are to be applied to own device. SOLUTION: The user device comprises a means for receiving a signal transmitted from a base station and acquiring parameters which determines the condition for performing reselection of cell, a means for counting the number of times of reselecting the cell, and a means for measuring the Doppler frequency. The condition for performing reselection of cell is that a state where the strength of a received signal from the destination base station be higher, by an amount of Qhyst or higher than the intensity of a received signal from the source base station sustains for T<SB>reselection</SB>or longer. A decision is made as to whether a reselection waiting period is corrected, based on the fact whether both first and second conditions are satisfied. The first condition is that the number of times of the reselections of cell, performed in a predetermined first period TCRmax, be higher than a first threshold NCR.
