<p><P>PROBLEM TO BE SOLVED: To provide an image data encoder for increasing a compression rate compared with the conventional art while compressing multi-valued image mainly composed of graphics with picture quality same as or similar to that of an original image. <P>SOLUTION: In the image data encoder 110, in a pixel matrix composed of a plurality of pixels of image data arranged therein, pixels in a section where two or more pixels are arranged in the vertical and horizontal directions in a prescribed order are scanned in the prescribed order of the prescribed sections to re-read the image data.
