PROBLEM TO BE SOLVED: To appropriately determine transmission power of a communication apparatus in accordance with the number of different multiplexes of a plurality of communication channels.

SOLUTION: A mobile communication system 4 comprises a transmission power control unit 62 and a transmission power determination unit 56. The transmission power control unit 62 determines basic data of transmission power on a random access channel (RACH) of a mobile station device 1 in accordance with a communication status on a configuration channel (CCH) when a base station device 2 and the mobile station device 1 communicate with each other using CCH and using RACH. The transmission power determination unit 56 determines the transmission power on the RACH of the mobile station device 1 by modifying the basic data in accordance with at least the communication multiplicity the RACH.
