PURPOSE: A system and a method for monitoring a launching barge when ships and offshore structures load out are provided to reduce load-out time by accurately measuring leveling, straightness, the height variation of water level, and load-out distance. CONSTITUTION: A system for monitoring launching barge when ships and offshore structures load out comprises laser levels(110,120,130), laser staffs(140,150,160), a seawater level variation measuring unit(170), and a monitoring device(180). The laser level shoots laser beams for measuring leveling and straightness. The seawater level variation measuring unit measures the variation of seawater level. The monitoring device displays the leveling and straightness of a launching barge measured by the laser staffs and the height of the seawater level measured by the seawater level variation measuring unit.
