PROBLEM TO BE SOLVED: To provide a planar heating element having a good durability and a high power-saving effect. SOLUTION: A substrate, on which a solution containing a compound of tin and antimony that gives an oxide by heating is coated, is heated and a thin film containing tin oxide and antimony oxide is formed on the substrate. The thin film has PTC characteristics and shows a high heat conversion ratio, and has a high temperature raising speed, and furthermore, is superior in oxidation resistance, water resistance, and chemical resistance.
