PURPOSE: A device trigger ring controller of mobile communication and a method thereof are provided to omit frequent transformation of terminal states for downloading a data packet to the terminal by treating a data packet of downlink according to the packet filter set up by each application server from the device trigger ring process. CONSTITUTION: A default urgent level of the terminal is registered in a process of terminal connection(S505). A device trigger register which includes urgent level information transmitted from an application server is received. The received urgent level is set up in the packet filter(S523). A default urgent level and an urgent level of the application server is compared in a downlink data packet receiving process from the application server(S535). A transmission of downlink data notification is decided.
