PURPOSE: A based material coated with a non-conductive composition is provided to exhibit non-conductivity and metal texture, and to prevent the interference of radio property by not requiring silver which is a conventional conductive material. CONSTITUTION: A based material coated with a non-conductive composition material(10) comprises: a lower coating layer(a) formed by spraying a first curing paint on the surface of the base material; a pretreatment liquid sprayed on the lower coating film; a black hard coating layer(13) formed by simultaneously spraying reductant composition and black hard coating layer composition which contains a non-conductive silver oxide; cleaning water cleaning the black hardness layer; a middle coating layer(b) formed by spraying the color paint; and an upper coating layer(c) formed by spraying the second curing paint on the surface of the middle coating layer.
