<p><P>PROBLEM TO BE SOLVED: To provide a low cost operating device capable of giving an operator with optimal operational feeling. <P>SOLUTION: The operating device for operating an external device includes an operation means for operating the external device according to the operation input by the operator, and an electric stimulus giving means for giving the operator with an electric stimulus according to the operation input. With such a configuration, using human illusion, pseudo force according to the operation input can be given to the operator, and accordingly, it is possible to give the operator with operational feeling without mechanical generation of the force itself according to the operation input.
