PURPOSE: A harmful site blocking system and a method are provided to store and utilize user information and protection class information in a router, thereby effectively blocking a harmful site from various user terminals. CONSTITUTION: A packet analysis unit(211) receives first packet information from a user terminal and analyzes the first packet information and extracts terminal information and destination address information. A protection object determination unit(212) determines a protection object based on terminal information. When a user is the protection object, a router(213) generates a second packet and transmits the second packet to an address of a center server(220). A user information storage unit(214) stores the terminal information and user information including protector designation class information.
