PURPOSE: A high resolution precision time measurement device having a self-temperature compensation function by using a frequency for standard time synchronization and a method are provided to match time deformation between a reference signal circuit device and a measurement object, thereby reducing influence of temperature. CONSTITUTION: A measurement signal delay device(21) converts a measurement signal into a pulse signal with a predetermined width. A measurement signal integrator(22) converts an output signal of the measurement signal delay device into a signal of a serration wave form. A measurement signal analog-digital converter(23) converts the output signal of the measurement signal integrator into a digital signal.
