PURPOSE: A device and method for controlling an internal combustion engine to improve fuel efficiency are provided to minimize unnecessary engine combustion by controlling a throttle valve and a variable valve when driving on a downhill road. CONSTITUTION: A device for controlling an internal combustion engine comprises a unit for receiving information on a driving condition, a unit for outputting driving power, and a possibility judging unit. The information on a driving condition is measured in the internal combustion engine(S100). The output unit calculates the driving power required by drivers on the basis of the information on the driving condition(S110). The possibility judging unit calculates required driving power for an engine on the basis of the driving power required by the drivers(S120). The possibility judging unit controls the throttle valve and variable valve of the internal combustion engine on the basis of an engine modeling table when the required driving power for the engine is negative(S160).
