PURPOSE: A wired telephone service providing device using call forwarding and a method thereof are provided to offer call forwarding service by using the assigned virtual wired telephone by allocating a virtual wired number. CONSTITUTION: A service subscription part(154) grants a virtual wired number to a user. The service subscription part generates call forwarding information by mapping the virtual wired number and a wireless number of the user. The service subscription part stores set service area and the call forwarding information using an interface. A billing management part(156) provides wired telephone service according to a connection request to the virtual wired number. The billing management part discounts a fare imposed on the user based on the service area and location information of a wireless terminal of the user.
