PURPOSE: A push service providing system capable of rapidly responding to failure of a push service device using a dual structure and a method thereof are provided to assign an interworking unit having a low load for an access to a service provider or a client in a dual or multiplex structure. CONSTITUTION: A push service device(300) sends a push message transmitted by a service provider to a corresponding client. The push service device is constructed as a dual or multiplex structure between the service provider and the client. The push service device manages interconnection of the service provider and the client. The push service device assigns an interworking unit having a low load in the dual or multiplex structure in the time of access. The push service device disperses a load due to concentrated access to the service provider or the client within a region or between regions.
