PURPOSE: A network converting system capable of saving access time from a currently connected network to another network and a method thereof are provided to convert a currently connected network to another network by saving access time with minimum information. CONSTITUTION: If service of a UMTS/GSM(Universal Mobile Telecommunications System/Global System for Mobile communications) network(300) is requested from a connected portable terminal(100), an LTE(Long Term Evolution) network(200) transmits minimum information for call establishment among the UMTS/GSM network information. The portable terminal is connected to the UMTS/GSM network using the minimum information for the call establishment among the UMTS/GSM network information received from the LTE network.
