PURPOSE: A rubbing device and a rubbing method are provided to move a substrate or a rubbing roll toward the axis of the rubbing roll while moving the substrate or the rubbing roll in a rubbing direction, thereby preventing rubbing defects. CONSTITUTION: A rubbing device includes a rotation unit(30) and a transfer unit(40). The rotation unit rotates a rubbing roll(20) around the axis of the rubbing roll. The transfer unit moves the rubbing roll or the substrate toward the axis of the rubbing roll while moving at least one of the rubbing roll or a substrate(11) in an alignment groove forming direction.
