The device (7) has a base plate (8) applied to upper and lower wings (3, 4) of a guard rail (1). The plate bears an upper hook (11) to cover a free edge (5) of the upper wing of the rail. A tubular housing (12) receives a handle of a panel and bears a wedge (23) articulated on an axis. The wedge includes a locking abutment against a free edge (6) of the lower wing. The housing bears a locking valve for locking the handle of the panel in a locking position by a spring (22). The wedge includes an unlocking handle (27) secured to a plate (26).
