FIELD: chemistry.SUBSTANCE: invention relates to production of powder for small arm cartridges. A fusible composition is provided for surface treatment of gunpowder, said composition containing 90-50 wt % dinitrotoluene and 10-50 wt % centralite II, and capable of forming an emulsion of a melt in an aqueous medium.EFFECT: invention enables phlegmatisation of various types of gunpowder using a water-emulsion technique with crystallisation temperature of not higher than 70°C under mutual solubility conditions.1 tbl
