PROBLEM TO BE SOLVED: To suppress a variation in an operation amount of a denoise filter within a designated value for facilitating estimation of the operation amount in a decoder.

SOLUTION: The image encoder counts the number of pixels to which a denoise filter is applied, in a block to which the denoise filter is selected to be applied, and calculates the total number of pixels counted sequentially for each block (S208). The image encoder compares the total number of pixels and a predetermined allowable total number of pixels for the denoise filter (S209). If the total number of pixels exceeds the predetermined allowable total number of pixels for the denoise filter, application of the denoise filter is terminated for the subsequent blocks and a deblocking filter is applied (S210 to S211).
