<P>PROBLEM TO BE SOLVED: To solve the problem that it is difficult to appropriately allocate electric power to batteries to be mounted to a plurality of vehicles, respectively. <P>SOLUTION: When a charge request is generated, an electric power supply rate is displayed on a touch panel for every area classified with a time in which charge can be completed and with an amount of charge (charging rate). In this step, the longer the charging time is, the smaller electric power supply rate per unit electrical power (yen/kWh) is set. After specifying a specific area, a user specifies the amount of charge and the charging time by pressing a confirmation button.
