<P>PROBLEM TO BE SOLVED: To provide an information processing apparatus, an information processing method, a program, and a server which can realize satisfactory communications while suppressing communications traffic. <P>SOLUTION: An information processing apparatus according to an embodiment of the present technology includes a generation unit and a first transmission unit. The generation unit generates parameter information that shows states of a user.
