<P>PROBLEM TO BE SOLVED: To suppress the power consumption of a heater to save energy. <P>SOLUTION: An aluminum base 20, serving as a heat conduction member for efficiently conducting heat of a heater body 1 to a pipe 10, is disposed between the heater body 1 and the pipe 10. An arc shaped surface of an attachment part 21 of the aluminum base 20 contacts with an entire outer peripheral surface of the pipe 10, and an upper surface of the placement base 22 of the aluminum base 20 and a bottom surface of the heater body 1 contact with each other on substantially entire surfaces. This structure allows heat from the heater body 1 to be efficiently conducted to the pipe 10 through the aluminum base 20.
