PROBLEM TO BE SOLVED: To avoid deterioration of a shape by approximating the shape with a Bezier curve not only for a convex shape, but also for a concave shape of a contour line of an image.

SOLUTION: An image processing apparatus includes: a segment division unit 8 that divides a contour line of a concave portion of an image in terms of points having discontinuous incline of contour lines and inflection points; a fitting processing unit 9 that fits a Bezier curve to a starting point and an end point in a filled area; and a digital watermark embedding unit 21 that changes a position of a control point of the Bezier curve in accordance with embedding information to embed a digital watermark information.
