<P>PROBLEM TO BE SOLVED: To transfer frames to be communicated between a plurality of ONUs and a plurality of host devices by using one OLT avoiding a large increase of a circuit scale and a restriction to a downlink bandwidth. <P>SOLUTION: On a MAC address retrieval table 27, a relevant ONU LLID and downlink output destination selection information are pre-registered for each MAC address of a user device connected to the ONU. When downlink frames are received from a host device, a frame transfer processing part 20 obtains an LLID corresponding to the destination MAC address of the downlink frames and the downlink output destination selection information from the MAC address retrieval table 27. On an LLID table 23, SNI selection information corresponding to the LLID is pre-registered for each LLID of an ONU.
