In a network in which a plurality of transceivers upon a plurality of nodes, to which a plurality of channels have each been assigned, each perform communication using the plurality of assigned channels, the present invention is provided with: a network information reception unit (202) which acquires network information including channel information indicating the status of the channels from a control device which controls the communication of the plurality of transceivers upon the network; a ranking table creation unit (204) which, on the basis of the acquired network information, calculates channel availabilities indicating the availabilities of the channels, and on the basis of the calculated channel availabilities, determines assignment rankings for the channels; and a transceiver wavelength control unit (206) which, on the basis of the determined assignment rankings, tunes the waiting relay terminals to the assigned channels.
