<P>PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device and a lighting apparatus capable of changing preheating condition in accordance with a state of a filament which changes according to the activation time in preheating mode to thereby increase the lamp service life. <P>SOLUTION: A discharge lamp lighting device 10 and a lighting apparatus 1 include: a switching section 11 that supplies the AC power to a discharge lamp LA; and a control section 18 that controls the AC power output from the switching section 11 to the discharge lamp LA by controlling the operation frequency of the switching section 11. The control section 18 switches between a preheating operation state for preheating a filament included in the discharge lamp LA and an ordinary operation state in which the discharge lamp LA is kept to be lit. The control section 18 includes an activation time measurement section 24 that measures the activation time of the discharge lamp LA.
