The invention relates to a modular system for subterranean construction, comprising high-security means for installations, preferably of a nuclear plant, the system increasing the security levels the deeper it goes, and having improved security conditions that prevent or reduce the intentionally triggered failure of said installations, such as terrorist attacks, war-like attacks or the like, and climatic or natural events, such as earthquakes, hurricanes, tsunamis, fires etc. Said system takes on the form of a hermetic sarcophagus as soon as the nuclear plant stops operating or as a reaction to failure caused by repercussions of disasters. The system consists of a main access module (1); a transfer and control module (2); a module for connection and extension of the depth of the installation (3); a high-security temporary closure module (4); and a main container module (5) that comprises a high-security permanent closure device.
