<P>PROBLEM TO BE SOLVED: To provide an image encoding apparatus, method, and program capable of performing efficient encoding, and an image decoding apparatus, method, and program. <P>SOLUTION: In an image encoding apparatus according to an embodiment, a converting unit obtains a conversion coefficient by performing frequency conversion on an image. An extracting unit extracts plural bits at a time from the conversion coefficient. An encoding unit performs variable-length coding on at least plural most significant bits, and performs fixed-length coding on at least plural least significant bits. In an image decoding apparatus according to an embodiment, an extracting unit extracts plural bits at a time from obtained code strings. A decoding unit performs variable-length decoding on plural most significant bits from the extracted bits, and performs fixed-length decoding on plural least significant bits from the extracted bits. A combining unit combines the decoded bits to obtain a conversion coefficient.
