PURPOSE: A method and an apparatus for encoding and decoding an image are provided to selectively apply a brightness compensation technique and to improve the efficiency of coding. CONSTITUTION: A parameter calculation unit(210) calculates a brightness compensation parameter. A target pixel selecting unit(220) selects a target pixel among predicted blocks determined by a motion vector on a current block by using the pixel values of neighbor pixels adjacent to the motion prediction block. A prediction encoding unit(230) applies the brightness compensation parameter to the selected target pixel. The prediction encoding unit produces a compensation prediction block on the predicted block. The prediction encoding unit performs prediction coding by using the generated compensation predicted block.
