PURPOSE: A colored aggregate block and a manufacturing method thereof are provided to minimize the dilution of color and discoloration caused by environmental changes. CONSTITUTION: A colored aggregate block(100) comprises a base layer(170) and a surface layer(130). The base layer is formed by mixing water and cement at a predetermined ratio. The surface layer is formed by mixing colored aggregate, white silica, water, and cement and is arranged on the base layer. The colored aggregate contains silica coated with a permeable inorganic binder.
