<p>PURPOSE: A cloud server for stably transferring the data of a member service system is provided to enable a member service system which uses the cloud server to stably transfer a service to the cloud server. CONSTITUTION: A monitoring unit(211) examines cloud server resources allocated to member service systems(160,170). The monitoring unit obtains usage data and usage time for the allocated cloud server resources. A member information storage unit(212) stores member information including a load distribution ratio between the member service system and a cloud server(210).
