PURPOSE: A character input system and an input method thereof are provided to reduce an input time by inputting Hangul without the bottom through a movement to 14 of consonant keys regardless of vowel keys. CONSTITUTION: A consonant panel includes 14 of consonant keys and function keys. A vowel panel includes 4 of vowel keys and a stroke adding key.
