PURPOSE: A battery monitor circuit, a storage battery device, an electronic device, an electric vehicle and a power system are provided to use a difference of remaining battery capacity generated by a differential current, thereby preventing balance damage between a first group and a second group. CONSTITUTION: A monitor integrated circuit(IC) includes a cell balance circuit(50) and a control circuit(60). The cell balance circuit includes a switching element connected in parallel with a battery cell. A control circuit detects includes A/D converters(61-1~61-N) converting a detected voltage into a digital signal. The digital signal outputted from an A/D converter is provided to a control IC.
