PURPOSE: A network control device for file download and a method thereof are provided to use peer to peer(P2P) communication and direct download communication together, thereby guaranteeing a minimum file download speed. CONSTITUTION: An access sensing unit(110) senses access of a P2P network(250) in a user terminal. A speed measurement unit(120) measures a file download speed in the user terminal during a predetermined time from the beginning of a file download. When the file download speed is slower than a critical speed, a network connection control unit(130) connects the user terminal to a network in a download server(400). The download server directly transmits a file to the user terminal. A server network sensing unit checks a network environment in the download server for connecting the user terminal to the network.
