PURPOSE: A soil conditioner is provided to maintain soil-conditioning function without degrading the quality of rice and to improve air-permeability and moisture-controlling performance for soil. CONSTITUTION: A manufacturing method of a soil conditioner using agricultural scraps of rice comprises: a step of heat decomposing rice husks in a carbonization furnace; a step of condensing a rice husks liquid from synthetic gas by injecting synthetic gas which is discharged from the carbonization furnace into a condenser; a step of precipitating tar component in the rice husks liquid while measuring the condensed rice husks liquid in a precipitation tank; a step of mixing rice and the rice husks liquid in a mixer; and a step of mixing the mixture into a mold and forming a pellet.
